Pakistan came into existence on August 14, 1947, under the most appalling conditions.
The immediate task was to establish a workable administration and government to run the affairs of the newly-born state.
The government of Pakistan could not get enough time to set up workable administrative machinery owing to hurdles created by congress like the Indian government adopted delaying tactics in transferring the government servants and official records which aggravated the situation.
Quaid-e-Azam paid his immediate attention to setting up administrative machinery. He formed his cabinet with Liaquat Ali Khan as the first prime minister of Pakistan.
Karachi was made the capital and special arrangements were made to bring officials who had opted for Pakistan.
